The Homeless Prevention and Rapid Re-Housing Program (HPRP) provides housing relocation and stabilization services to individuals and families who are homeless or at risk of becoming homeless. HPRP is funded through grants from the State of California and Alameda County, which receive allocations from the American Recovery and Reinvestment Act of 2009.
Please note: This program cannot help homeowners facing foreclosure unless they are moving to rental housing.
Program Requirements
To qualify for HPRP, one of the following statements must be true about your situation:
- You are about to be evicted from subsidized or public housing.
- You are behind on your rent and has your landlord given you notice to pay or move.
- You are staying in a hotel or motel until your money runs out.

- You are staying in your car, living on the streets, or in a shelter.
- You have worn out your welcome with family or friends and have nowhere else to go.
